I've only seen bits and pieces of the OVA, it looks better-animated and directed at the very least. David Pro's adaptation is faithful, but it isn't visually interesting or creative.

Dio's World was done better in OVA. The tension created from silent moments and the lack of soundtrack in certain scenes had me on the edge. Especially taxi scene, beginning of Jojo vs Dio, Jotaro faking death and za warudo effects.

The problem with the anime is that it doesn't realize what works in manga doesn't necessarily work in anime. When people talk during a fight in the manga, you can read a speech bubble in a second, but it takes 30 to say it out loud. In manga you need to describe everything that's happening, but in anime you have sound and movement. Why even add the sound effects to the anime? Most anime are manga adaptations and they don't have sound effects. But the manga has wacky sound effects so they just put that it in instead of thinking of what the anime equivalent would be.

He doesn't even seem to have a strong personality or attitude in general, it's a mix of things. Maybe it's because I never figured out the cast was actually the main cast and not just "random mafia goons" before 20 chapters had passed, but I'd still argue they don't stand out as much as other casts from previous(or future) parts.
It still has some great fights and cool stands, hell, my favorite battle is the one against Prosciutto and Pesci, but I can't really say I enjoyed the cast or story quite as much as I enjoyed any other part.

And no shit a character is defined by the way they react to situations and how they interact with other characters, my confusion stems from how to interpret his interactions, they're so simplistic and mundane yet every character around him seems to wet themselves over him, not everything about the way he acts is simplistic though, his battle sense is great and he's much more complex in that sense.

The 90's OAV were good but the only ones AS good as the manga were the ones about N'Dour and D'Arby.

I love some parts of the fight against Dio, but it was too different sometimes, and it feels they didn't pay attention at all with the sound/music design, Dio's voice is old and tired, Dio's design is HnK-tier generic.

Also, Iggy's death was dumber than dumb in the OAV. At least his death in the manga/tv anime was logical, but there, he died just for the sake of making him die.
