She's both.

And she's far from your usual tsundere. She doesn't even blush one bit and she's well aware of her beauty. So she plays with Pip, like by asking him if she's pretty or by telling him that he can kiss her before slapping and berating him with her sharp tongue. Really, I'm not even sure where the "dere" is.
