I'd say that unpredictability is generally a things to avoid. Predictability done right is called cohesion. Your story and characters develop in a way that builds on what you have and it makes sense to the audience.
It's still good to surprise the audience and keep them guessing, but this comes from creativity or deliberately trapping the audience, not just nonsensical developments for for unpredictability's sake.

When using psychic powers on a living thing, their will translates into an aura that must be overpowered to do anything to that person directly with psychic powers. Saitama's will is so massive, it would be like trying to lift a massive boulder, Tatsumaki has the strength to lift him, but in her present condition even attempting it is too much strain on her wounds. If she were in top condition she might be able to actually lift him up, but it would still be incredibly heavy for her.
So does Saitama consider this a job done, having tired Tatsumaki out enough to let Fubuki do whatever?

Well he just got thrown down into the earth so he would stay out of it, and he know Tatsumaki is running around angry and wounded, I doubt he would just let things go by themselves after involving himself so much. Once he gets a second to move he'll throw himself back up there to make sure it's settled properly.

His power grows as he fights. The angrier he gets the stronger he gets. Not damaging it in the first swing means nothing.
Threat level is classified by order of potential damage magnitude that can easily escalate though. Actual power assessment won't be recognized on initial contact especially from human sized monsters.

I think the even bigger part is there is no better opportunity for Bofoy to strike than now. With Saitama underneath the Earth and Tatsumaki weakened yet again those are two major threats down. it's also great from a writing standpoint as ONE doesn't have to explain why tatsumaki doesn't just rape everything as we already know why. She has a similar handicap to her in the MA

It would have to be aoe like Momonga-sama to get that sort of ranking. Think of someone like lightspeed flash or sonic that can attack him from the back and take him out or Tank top jobber than just throw a building at him or tatsumaki who can snap his neck before he could get close to do whatever voodoo that he do do..

I was talking about the kid running out of ammo, not getting ganged up by more people.
And thinking about it, a 13 years old wouldn't be able to kill really "anyone" in one on one. People don't die instantly when shot, and children aren't the best at aiming and managing recoil. A trained fighter could easily take even a kid with a gun down, at the risk of dying from the gun-wounds when adrenaline runs out.(Or eventual bloodloss.)

The idea is what sort of ranking would a guy who can't be killed, but can kill absolutely anything but can only move as fast as a regular human would get? Would he be higher than a guy who can annihilate entire cities in one strike but CAN be killed? Or lower because his potential for disaster is smaller? And please no answer from you.
My ideal OPM videogame would be open world like Crackdown or Prototype. You register at the hero academy with a basic hero power and name and you do missions throughout the various cities getting credit and money gradually making your way through the ranks.
You run into various people from the manga depending on routes you take and story progression. Unlocking other heroes that you can play requires doing certain things.
Like you might unlock Metal bat after helping 10 or so little girls from various things.
There would also be a notoriety or popularity bar depending on how much destruction or how many people you successfully save. These don't affect how fast you rise but it does affect how the civilians react to you. Get too much Notoriety and when you get to A-Class you have to take on Sweet Mask in a bossfight. If you have a high enough popularity he allows you to skip to S-Class without much fanfare
The monsters would range from huge ones like beefcake to the humanoid. There would be dozens of different character archetype powers you could start with but as you utilize and hone your powers you eventually become stronger with them like everyone else in OPM.
Taking on threats that's far out of your paygrade like demon Class monsters as a C rank hero to protect citizens will be nigh impossible to beat but if you stall enough Saitama could show up and save you.

Genos is probably his closest friend, which is not saying much since Saitama doesn't really have friends except maybe King as well.
Saitama does show worry if Genos life is in danger but he does that to everyone since he's a hero so i don't really know how close he consider Genos.

The threat level isn't tied to how many people the monster can kill, but to his potential to do so. If it was a normal world, someone like Sea King would be a God level threat, since nothing (maybe except a nuke) could kill him probably, and he'd be actively killing people.

Boku no Hero academia's seems far worse. When everyone has power then there is no safe place. Cities seem to be relatively peaceful for the most part. People have wage slave jobs and cars and buildings seem to be in good shape prior to monster attacks. You would think it would be more of a dystopia with all of the dangers going on. They still have time to have idols and sit in bars and have fairly normal lives.
I was talking about the OPM universe. People like Sweet Mask and Genos have fan clubs and Sweet mask has time to do talk shows. The world can't be that bad off even with all the supposed monster attacks.
