Every somewhat relevant character in the series has developed at least somewhat. Small moments and lines of dialogue still count as character development, you don't need big, in-your-face, speeches to demonstrate that.

First point. Your age for him is wrong. Gohan is 16 (17 physically) by the end of the Buu Saga.
Also, using numbers like that is misleading. If you just say "he's 17 years old", then he potentially could have finished high school in the Buu Saga, but that wasn't the case. He was in the middle of high school there. If this is 5 years later, he could be in his last year of college for example.
It's all pointless though, since he hasn't been shown attending college at all so this is just a fan theory of yours.

Gohan is 4 years old at the start of the Saiyan Saga. 1 year for the Saiyans, then a couple of months between Namek and androids and then 3 years, you get him to 8. Then he has a birthday before the Cell Games, so 9, although it'd be 10 physically.

Either way, there's a way to reconcile the dates in the guidebook (774 for the Buu Saga (not Super which has to take place at least 1 year and 6 months later due to the Dragonballs being recharged), with Gohan being 16 there. You seem to forget that people's birthday doesn't come alongside the beginning of the year, but on their own time. So, maybe he eventually would become 17 later into 774, but he still was 16 through the time we saw him there.

From the screens and webms here I can't help but think I'd actually enjoy it if Toei wasn't such a shitty studio nowadays. The situations looks fun, but they are all drawn in a really crude way. And the art direction is all over the place. A lot of those objects, backgrounds look borrowed from a different series.

They were bad, but their trash looking to passable ratio wasn't pending so much towards the former. All their current stuff, looks like late Manglobe works, without the streak of decent first episodes. It feels really amateurish. A shit ton of smaller studios would kill to work with one of their big IPs and do a way better job at it. Toei just puts the minimal amount of effort possible to keep on schedule.

That means we can have multiple stories for multiple time lines spanning over multiple universes. Super could go on for decades if they use that idea.

How did Toei end up like this? I get not being able to hold on to all talent, but one would think they would at least put some effort in contracting some skilled animators for their anticipated shows. Or if all else fails some experienced director that can conceal their cheap shit better.
Why do people think Toei has gotten worse? Toei's always been this bad. Why would you put money into finding skilled animators when you can just outsource knowing people will eat shit up? It's about money, they don't care about the cartoon itself. Most studios don't.
They effectively have. Their cheap stuff in the old days meet the industry standards. Some low quality episodes to save money spread along the season, panning, stock footage. But now they really stand out. You don't see many studios putting so little effort on a regular basis. When every episode is a saving money episode things clearly took a wrong turn.
Their strategy works, but they could've taken other successful paths that lead to more exciting product. There's money in regularly delivering quality products. The way it's now they are just tarnishing the brand in the long run.
One Piece is still selling like hot cakes though and I don't think anybody is complaining about the animation for Precure here. Then again, a lot of the animators that work for Toei really like Precure, which is way more than what could be said for Sailor Moon and Dragon Ball.
I'm of the opinion that Dragon Ball should just be in movie format, that releases everyone few years. Personally, I greatly enjoyed BoG, and RoF.
