Jet Alone was destroyed because the Nerv's Evas and the mass produced units were needed for instrumentality, and losing funding would have thrown a monkey wrench in their plans.

If Jet Alone was never destroyed and received adequate funding the world could have continued without ever being fucked up by another impact. There are a finite number of angels, its a solvable problem.

To create an AT field you need a soul, and you'd need to do it fast. There's only the positron rifle and Lance of Longinus for AT piercing, and the former isn't always feasible. To develop more methods in such a short period of time would be difficult.

It is heavily implied multiple times that both Seele and Nerv do things behind the scenes to provoke or accelerate angel attacks to fit a certain timeline.
The whole circumstance, the stress it placed on the pilots, all of that was planned out to get Shinji's ego to the breaking point inside of unit01. Its all part of their instrumentality plan, and if they weren't controlling things theres no reason to assume angle attacks would have happened at the same pace.

Why bother with legs when wheels and tracks are faster, more efficient, cheaper, easier to maintain, distribute weight better, are easier to build around, offer greater stability, and require less power to run?
