With 14 as the upper limit, you get some characters I often don't see considered loli inclueded. e.g. Mikoto from To Aru and the bustier Yuru yuris.

A girl that is small or petite in a size that ranges from the average 6-14 year old body type. Chaika is probably the biggest girl I've seen that I would still classify as a loli. Akatsuki from Log Horizon is also a good example of a girl much older with the body of a loli (without being a vampire or something like that)

To extend on this, I think the bigger ones like Chaika also need a bit of innocence to them. I wouldn't classify Misaka from Railgun as a loli because of her overall attitude, but I would with Uiharu because of the way she acts.
