You need to remember that with the Earth Dragonballs, you can only revive someone once and at the time everyone thought Namek balls would be the same in the sense that they can't revive someone that's already been revived with the dragonballs. Since Krillin was killed during the Picollo saga his death on Namek was supposed to matter, but yeah it's shonen after all.
