Stats kinda' make sense as the noble phantasm stat is the most important one, anything else is not that important unless they're fighting in close quarters.

Waver somehow gives Iskander good stats while being a completly shit tier magus.

If there is 1000 units of mana on Earth, humanity has to share those 1000 units of mana. Meaning only a few people will ever hold close to a unit of mana. And with 7 billion people, its very little.
On the top of that, the lands are tamed, the beasts are weak, the heroes are almost non existing, food is stable.

Gil had to rule, in a land where his 5 servants was indispensable. If they died, it could take a generation for there to be enough surplus for Gil to have more servants.
