Because it was directed by Yoshiyuki Tomino. The guy who created Gundam. As well as Space Runaway Ideon, which was Anno's favorite show to inspire Evangelion.
But in the end, Tomino's just not a very good director.

The fans can handle criticism and a lot of them even admit the show isn't that great, but when someone criticizes the show over something they misunderstood they just look stupid.

The show not conveying information properly on the other hand, is a valid criticism but even that said, it's not that difficult to understand it. The ones who don't just probably weren't that interested in it in the first place.
