Why has there never been a HD or remastered version of the Daicon IV opening? It's one of the most iconic pieces of animation of all time. Did they lose the original materials and are unable to do it? Will we ever watch the intro in the quality it deserves?

Probably.
I know there have been individuals who have gone back and replaced the sound effects, but I think the sounds for the Daicon III video are too old and no longer available.
They got pretty much no permission for anything in the video. They'll never properly distribute it.

I think it was filmed on 8mm, so around 720p is the best you could ever see it, even under ideal archival conditions, which I doubt happened.

As for the animation in question: No it wasn't revolutionary as such, but it perfectly described what anime was to otaku and it was made pretty well for a doujin.
