Anime is hardly dying as people like to say, Its actually becoming more popular, The problem is That when anime came into the west the Weird stuff that would turn off Normal Americans(And believe me ,there was a lot, Its just forgotten) stayed in Japan while the Anime that Was americanised enough(Brokeback Bebop and such) was brought in.
Stuff like Moe, Fanservice Bishounen and Slice of Life isn't anything new, Its just that They didn't come to the west untill later on and now people are complaining about them.

Same stories, different costumes.

I usually get bored with most shows by the time they get to the Beach/Pool/Festival episode.

Agreed. When anime first started being marketed in the west, it would make sense to test the waters with the most normal and tame series they had at the time. Much how if one were to get into alcohol you don't immediately start out with bootleg antifreeze moonshine. Problem is that they ran out of tame series due to there not being many.

Stagnant. They've found a way that works and most studios aren't going to try anything new until they start going under but by then it will be too late but that shouldn't happen any time soon and there are still a couple really good shows every year.
