Waver remarks at the end of the book that once he repairs the El-Melloi Crest and works off his debts, he plans to participate in the 5th Grail War. Because he wants to meet "him" again. Saber-clone also wants to come with him when he goes.

That said I'm guessing he wasn't expecting the 5th Grail War to happen only 10 years after the 4th, so he missed out.
