He only "beat" Saber doing that because Shirou was there, and even then all he does is kill Shirou, not Saber. It's not a good strategy to just fire arrows from range at most servants since they'll just close in on you. Chiron tries doing what you're describing in Apocrypha and Saber just catches up to him fairly easily and gets into his range.

A master could also just use a command spell and wreck the archer as well if they were willing to take the risk like what Shirou and Saber end up doing anyway.
