I love the design of the entire geography of both Tokyo 3 and the environment surrounding it. Entire mountainsides hiding gun batteries, normal mountains large enough to endure at least 1 shot from an angel's weaponry, layers upon layers of armor in the ground in the event the city is breached, elevators for the EVAs for quick transportation throughout the area, and so on. This is the level of thought and analysis that needs to be put into every construction project. It's marvelous.

I would go with the former if we are talking about present day society.
