I didn't understand what was going on in the anime, and I even played the games. I don't get how it's possible to make an anime so terrible. They must have been trying their hardest to make it bad.
After seeing Rachel in a swimsuit, one can understand why she wears that long and concealing skirt.
It had no budget, terrible animation, overtly complicated source material that they failed to adapt into a coherent and understandable script and made a clunky attemp to to cram in the huge cast. I guess it's fitting that this anime ended up being as terrible as its sales figures.

But Mai's soul gradually turned female to match her body. Plus she eventually accepted the change, and her feelings for Taro, and decided that she liked living the way she was. By the end of the manga she's fully female, self-identities as such and everyone around her views her that way as well.
Tsubaki acted more formally in the games because she was a soldier on a mission rather than a schoolgirl with a crush. Her feelings hadn't changed though.

As expected. I'm a huge BB fan, I just despise Mori and his obsession with Noel (now Celica) while shafting this large character roster into being side characters with minimal development.
I see two problems arising from this. First being the fact that Rachel will be the loli character getting with a grown man, which will immediately get all the Ameriburgers mad as fuck because they can't accept anything of that sort, and second because Mori has a deep-seated obsession with Noel, and unless Noel can be with the most prominent and heroic and best character in the series, he will not allow this to happen.
I can see him finding a way for Rachel to die tragically, Nu to die horribly, Makoto to vanish and wander away forever, and any other potential love interest either already being paired off or also permadying.
Mori likes Noel, but the whole thing about her being his waifu is a meme. If he really cared that much for her, why did he give Ragna a new love interest? The reason you see so much of Noel is simply because she's the most popular female ArcSys character.

I think that Mai is the best girl. She has a great personality as she's kind, polite and devoted to those she cares despite having had a very hard childhood during which she was shown no love. But she's not a doormat as she can show great determination and mental fortitude when necessary. And of course she has a great appearance as well, with an athletic figure, long hair and large breasts.

Mai's entire character arc was about her gradually adapting to life as a girl and eventually coming to accept her new sex. Remove that and you'd have to completely change the manga and her characterization.
