Archer/Shirou can reproduce the skill of the wielder of the weapon to some extent.
Nine Lives Blade Works is an example, but also an example of how the skills are inferior to the real thing.

Tsubame Gaeshi is a technique used by Fake Assassin uses. It is not a noble phantasm and it does not require a special weapon to use, unlike all the other weapons Archer/Shirou trace. I only read every Fate route one time 3 years ago, so I am probably talking bullshit.

If we just switched places and made Rin summon Berserker, she'd be fucking unstoppable. Berserker in the hands of someone who's capable of using both tactics and magic to a competent level would be dangerous as all hell.

Archer can trace the experience and skill of a weapon's wielder and there's nothing special about Assassin's sword that would prevent it from being projected, so I don't see why not.
Being barely above Kariya or Waver isn't a compliment. Rin has the tendency to do retarded things (Archer's first command) on impulse, if anything she isn't competnt in Tactics unless someone is there to make sure she goes with it.

That still puts her above Wheels and COOL. So, top three isn't too bad. The bigger question is if Tokiomi is a worse master.
I know it wasn't a compliment. Like I said, the only reason she was able to get as far as she did in F/SN is because almost everyone else was dumber than her. Still, she would be able to handle Berserker a lot better than Ilya or Kariya because she's capable on her own.
Tokiomi generally can keep a cooler head than his daughter, and I think that goes a longer way than Rin potentially being able to better control her Servant. Tokiomi just got shafted by having the most unruly Servant of them all
