this is not a manga. in fact it's from Fipps der Affe by german writer Wilhelm Busch.
It's considered to be one of the first comic strips ever created.
Inspired by Busch's an other pioneers works, american comics imerged, which later lead to the beginning of manga in Japan, although some people argue that manga is also heavily influenced by japanese medival art.

it's actually funny how the author build it up to be a super long running standard battle manga only to have the most rushed ending I have ever seen in manga.

Like literally, in chapter 16 he introduced a bunch of new antagonists and then it just ended. Makes me think that maybe his editor forgot to tell him, lel.
