It boggles my mind how stupidly Tenboro is going about with the whole thing.

Instead of expunging and deleting whole galleries, they could be only expunging the content within the galleries and substituting the cover with a warning image that the gallery was deleted and should not be uploaded.
That way:
1. Sadpanda could serve as a VNDB/MangaUpdates equivalent in addition to content because they can't be forced to remove simple list and listing shit is not infringing.
2. The people who frequent e-hentai could use the galleries as a pretense to backup and share on other sites or through other channels which would be a big middle finger to Jacob/FAKKU/Wani without any potential for repercussion.
3. Sadpanda would still be relevant as future uploads of "illegal' fantranslations, in their "blank content gallery" form would serve as an RSS feed of sorts for everyone to seek those works and know what to seek.
4. They cut out much of the staff work in regards to uploaders uploading forbidden content because uploaders will then know what not to upload because they can see which galleries are blank and have a caution sign as a cover.

Why NOT go down this road?
It seems to be the best solution of all.

Fakku obeyed C&D and also saw the problem as an opportunity to help authors make money outside japanese retail thus author payout is far higher. As the IP manager, Wani gave permission to Fakku. Sadpanda lied to Wani regarding C&D and hid the pirated materials in Sekret Club. Wani found out sadpanda was backstab lying and got even madder and sent a much stronger C&D warning with time limit which is why Tenboro & staff scrambled to delete. Many japanese visit /a/ so it's easy for them to tell Wani that sadpanda was lying due to daily panda threads in /a/.

Many other publishers exist of which six others are important. None of those have been tipped off or else sadpanda would lose 80% of its manga. As panda having zero manga material would increase buyer demand for translated manga, it's clear Fakku is not white knighting.

There's two things you're somewhat getting wrong in your story:
