Not him, but two ways of viewing it.

Firstly. pacing as events that happen over time, in 3.33 we are incredibly jumpy in time right from the start with a 14-year timeskip, and it's one hardly credibly unbroken movie moving from scene to scene so that no one has the chance to get up and leave. Hypnotic.

In a more concise way, there are massive holes in just 3.33 alone, lots of time passes yet we see so little of it. In one moment we're here, in another we're there without any sort of explanation.

In this sense, 3.33 would have a fast pacing like you say.

But in the second, how much raw information you're being presented through developments and change within the movie. Which is where it's slow. The characters and setting is largely static and the movie spends forever changing them if at all, we spend lots of time on showing new scenery and technobabble, but none of it is actually changing anything within what we saw, the final impact being the biggest change aside from the initial change of scenery from spess to SBM.

I'm just guessing here mostly, but by the end of the movie it feels as if nothing was really accomplished, everything was too simple and lacked anything intricate.

This simplicity is often mistaken with the movie being confusing, because people are desperately looking for something more than the very simple thing they just saw.

Because Evangelion is such a respected name, there MUST be something more than the horrid Kaworufag pandering movie that doubles as Anno's "fuck you" to Rei they just saw.

If there is anything more, it's sure as hell not in the movie. Only in the imagination, AKA "moe".

I honestly loved the scene to scene transitions. Pretty new cinematography hijinks that were never present in any other Eva episode or movie. I'm really interested to see how 4.0 turns out with this new direction.

This was....odd. I see where they were going with this, they wanted to wow the audience. Building a shit ton of suspense as the prelude to Asuka's space fight, and the Wunder's launch sequence. It could have worked better if 3.33 had better use of animation...or at least better animation in general.

The scene transitions aren't new, 2.0 had the same thing and NGE the rest, but that's not what I meant. Not the transition itself, but the idea that there are a lot of transitions that are practically invisible.

It's not exactly what I meant with accomplished either, the direction of the plot is one thing, but what exactly do we accomplish with moving this way? Do we learn more, was this meaningful in any way, were the developments justified, can we say for sure that this isn't Anno "masturbating" ?

Take what happens to Shinji and Rei, both end up in a bad place. Is that in itself an accomplishment? I argue that it isn't in 3.0, because getting there was done in such an openly contrived way that we could just as well have started the movie with it's final scene.

There is no "accomplishment" in merely making an 180 in terms of character, the accomplishment lies in doing the 180 tactfully and plausibly.
What happened with 3.0 was just a swing of the wand, 14 years gone and here we are.

There are lots of detractors of NME, particularly on 4chan. This seems to mostly surround 3.0; it divided the fanbase (i.e. those with taste vs. those without taste). HINT: It's magnificent

In terms of Rebuild "taking away" from NGE, that's an incredibly juvenile and unfair way to look at any supplemental media, even if it's made by the same guys. Despite that fear, Rebuild does no such thing; while I personally feel NGE+EoE is sublime and probably cannot be topped, Rebuild is fantastically entertaining at worst and a splendid addition to the EVA multiverse at best. 3.0 is the first one to truly shape this EVAverse with unique characteristics, and is certainly the first where Anno's meta touch comes back into play (Shinji, and his tribulations throughout, have a much stronger audience allegorical tie than 1.0/2.0, which basically were meant to set up the slight narrative shifts from NGE to NME). If NME/EoE was Anno talking to anime fans in general, 3.0 sychronizes with the obsessive EVA fan specifically; how people respond to it tells you on which side of the appreciative fence they fall.

EVA was always about Shinji. NGE gussied up the narrative to give the appearance of a cohesive series, but most of it was slapdash and, by Anno's admission, not the central focus as he intended it. Rebuild's shift to be more Shinji-centric gels with his declaration that this Rebuild would align more closely with what he first envisioned (although inarguably a bit different, as his aesthetic tastes and influences have been modified since 1995/1996).

The loose and seemingly "inarticulate" narrative as a whole is only a minor issue, as that narrative was never the focus; it's more of an environmental context from which further metaphor could be extracted by Shinji's interaction against its background. While some may want a fleshed out, fully formed and cohesive structure, I feel that EVA's best comes from its still images and overwrought interpersonal struggles, and it's here that we're given gold (particularly in 3.0).

It's evident that what many wanted Rebuild to be—a clarified, more easily understandable re-telling of NGE's plot with 21st century production values and all the same interpersonal dynamics re-examined (but not modified)—is not what NME is intended to be. NGE was Anno's "honest feelings" transposed; sometimes glaringly, sometimes abstractly, and sometimes so subtly as to require numerous re-watchings to glean. Much of these feelings were self-directed, and to whatever extent his self-excoriation and analysis mirrored the sentiments and struggles of the viewer became the series' philosophical center. Shinji's struggles were Anno's, an anime fan whose shyness and dissociated anger plagued him; this happened to describe many of the fans who watched his show. The cataloging of the self was a shared experience.

3.0 examines an EVA fan: Why they're still here, what they expected, and how they've changed (not necessarily for the better) since EVA.

Shinji never played with the idiot ball in 18-24. Also, 18-24 were strongly built around Asuka/Misato/Shinji's spirals downward. If we're viewing the series as whole story, the first 12 episodes at the first and second acts. Act three is 14-17 and Act four is 18-24. Act five is 25/26/EoE.

In act four of any tragedy, lots of shit happens quickly to ruin the characters goals. To completely fuck them up. Decisions are made hastily. If we're going for a classic example, this is when Romeo and Juliet decide it's the perfect time for a suicide pact. The hasty decisions that are made during 18-24 (Asuka's suicide attempt, Misato choosing to investigate Kaiji's death/NERV, Shinji deciding to withdraw from contact with either of them and arguably up to the point where he masturbates over Asuka)

This is called pandering. The question that remains is, to which fans does it pander? Primarily, themselves as fans. This work is more about Hideaki Anno (and his team) than the audience, everything in it is his(their) desire on film. Quite patently so, by their own admission in various interviews.
Secondarily comes anyone who might watch it and find themselves having the same palate as the primaries.
