Yeah pretty much every 3D software can get that old CG look with it's lowest settings. The Ratboy Genuis guy uses Blender and gets similar results. I like to think they all use Blender and this stuff is a joke on how hard it is to rig shit with it.

I know he uses/used (not entirely sure what happened to him) 3DSmax. Not at all required though, probably just a matter of getting it to look right.

Definitely put on VHS then back to digital, and a couple of the transitions seem so kitschy I can only guess he used something like Video Toaster or spent a lot of time recreating them.
