zBrush, Maya/3DS, Substance with Quixel DDO as base textures. I could suggest Marvelous Designer as well but you could make all of that without it.

DAZ for everything in that pic including girl models, clothes, hair, posing, rendering, 3dsMax for designing the special weapons and stuff, Photoshop for the final touch.
