No, honestly, yes blender is unintuitive, but you can configure just about anything in it to your liking.

It's faster to divide and multiply by powers of two due to hardware optimizations and for mipmaps a power of two will always divide evenly. 500-250-125-62.5 vs 512-256-128-64

Of course there's the Unity mindset that you can simply throw stronger hardware at your optimization problems, but it's better to just get it right the first time, especially if all you have to do is not be a dumb ass and use a power of two image size.

For situations like this I'd recommend getting Alien Skin's Blow Up plugin for Photoshop, or the free program Reshade, since they expand images pretty well. Should still reprimand the artist so it doesn't happen again.

Took a Suzanne head, subdivided eight times, added the default material with a 512px JPEG with a generated flat mapping, took 8.92 seconds to render a 1280x1280px image. But the 500px JPEG took 9.79 seconds. It's only going to add up from there.
