That particular picture was most likely rendered using either VRay or Octane, both of which allow for simulation of lens effects like bloom or glare.
That being said, you could also just use Photoshop to fake the effect in post production.

You should use an external tool like ps or ae for all the post processing, so you can control all the individual effects with stacked layers. Otherwise you cant do anything with the render once it comes out with a huge glare crowding everything

I'm not very familiar with After Effects but if you do a bloom effect, is it using that same principle as Photoshop (duplicating, darkening, bluring, blend mode screening) or does it have another algorithm)?
What I'm asking is would the result be better than with Photoshop?
