The guy clearly posed enough of a risk, was aggressive and uncontrollably drunk/high and was wielding a weapon and charging the officer with it.
If you were in the policeman's place with a gun in your hand and a guy still crazy enough to charge you, you would have shot too, because at that point there is no telling what the crazy fucker will do. It is far better to train an officer to defend himself and the rest of the public first than allow a risk like that to be unmet with a force to stop the guy.

I do agree that ideally a taser could have done the same job, but for one thing they can be unreliable (NOT something you want to deal with with a crazy fucker charging you) and for another when someone actually attacks you out of nowhere, the second most effective means of stopping them is not what you are instinctively going to reach for.

First of all, its way harder to shoot someones legs than it is to shoot their center mass, especially if they are moving, and if you are scared its even harder. Even if you do manage to hit someones legs, there's no guarantee that they will go down. Secondly, if you shot someone in the legs in a self defense situation, when you go to court you could be sued for it, since if you had enough time to shoot someone in the legs in that kind of a situation, your life wasn't endangered enough to warrant that kind of force. A police officer would loose his job and be imprisoned for trying to pull some John Woo bullshit.
