Not really. Also: Cutting out frames and speeding it up is pretty much the same thing, assuming constant fps.
You can always tinker with the framerate (if you set input fps to 50 and output fps to 25 you'll get a clip at double the speed with every second frame dropped), but the better way to adjust speed is tinkering with presentation timestamps (PTS), because it is completely independent of fps. Every frame has a timestamp when it will occur (eg: 00:00:01.200 would be the 37th frame of a clip at 30fps) and you can adjust them by multiplying it with a factor. If you muliply the old PTS with 0.50 (1.200 turns to 0.600) you double the speed. If you still enforce 30 fps, the same frame is now the 19th frame of a double speed clip.
just divide final length by total length of movie to get your PTS adjustment factor.
here's an example i just did with Oldboy. film has 120min, condensed into 2min, so by a factor of 60. here's the ffmpeg command to create the webm:
ffmpeg -i "Oldboy.mkv" -c:v libvpx -threads 4 -crf 10 -qmax 55 -b:v 200K -filter_complex "scale=-1:140:flags=lanczos,setpts=PTS/60" -an -sn -y "Oldboy - too long, didn't watch.webm"
note: if it plays back correctly, but the displayed length is wonky, just run it through ffpmeg a second time: ffmpeg -i "oldboy.webm" -c copy "oldboy.webm" so it recalculates the length down to the new total instantly.

If you want to be fancy and make them for /gif/ and /wsg/ only you can also include sound and make them bigger. But at roughly 20 times normal speed it becomes unintelligible, let alone at 60 times here. The chain of atempo filters is neccessary, because FFmpeg has an arbitrary range restriction from 0.5 to 2.0 on the filter (so you have to go 60 = 2*2*2*2*2*1,875).
