No, that's just how the shading is. Her arm was pretty much the same colour of the background. I used the content-aware move tool to make her arm. Actually, looking at your highlighted area, her hand would just be awkward.

Actually now that I think of it, her elbow is probably tucked away behind her, but either way, her hand looks like it's floating when rendered.

Human hands generally reach to below their waist, you can usually grab your own ass without bending your arm very much.

Also, with the colour and shading, I can safely say that the highlighted part is her arm.

Well if you used right-click -> set as desktop background, Windows probably killed the quality so it would load faster. If that's what you did, then set the wallpaper again, go to C:\Users\YOUR_USER_NAME\AppData\Roaming\Microsoft\Windows Photo Viewer and set the image to Read-Only.

There's probably an easier way around this.
