Nah, keep in mind that there was promo images of some of the mons using Z-Moves, one of them was Litten using the fire Z-Move, which means the evolution is only possible if it at least used the Z-Move once. Personally, I don't think it will evolve in episode 35, this is its first episode battling with Ash and it would feel like it would be rushed with very little time devoted to seeing LItten and what it could do, though I would like to see Litten learn a new move its move set, in my opinion, seems a little weak at the moment, something like its ember becoming flamethrower or scratch being replaced by bite.

I think that probably is because Kiawe already has a Firium-Z and if they're really not gonna give it one it must either have a Dark Z crystal or Incineroar Z crystal and team rocket already have the Dark one but don't know what to do with it. If they really gonna want every type of Z-Crystal to just belong to one character it would make sense to push the Litten focus further away so it can directly have its signature crystal, probably at the end of Ula Ula arc or beginning of the Poni arc.
