Just tried this and when you revert your time back all your timers shoot up to however far you jumped ahead. It's actually less beneficial to do this unless you want to keep pushing your phone's time forward.

Never risk killing your karps. Getting them to max level should always be priority for the permanent 10% bonus alone. Unless you're gambling on events where the worst outcome is the loss of a few JP, it's never a "win/win".
It's just not worth it in the long term, which is what you should be looking at in this kind of game.

I'd advise to level it up to 25 at least. That goes for every kind of training/food if you can afford it because of the free candy and everything gets a nice rise in value at that level. Sandbag has 956 power at 25 and only 495 at 24 for example.

Buy whatever fits your playstyle. Personally I think that parasect and aegislash being top tier is just people memeing because it's really not that easy.
If you play active and feed your karps, getting bonus % on food is way better than limiting yourself to training/events, which are way more timegated than food. But if you only check in every once in a while when your training filled up, focusing on them is good.

Sometimes it's good to go in early if you know you can win a battle or two. There are events that can get you training points back and items like coins.

They should have made it so that if you made a Gyarados, then there is a chance whenever a Pidgeotto appears, the Gyarados intimidates them away. Higher chances the more Gyarados you make.

I'd actually imagine it being more worth it the later you get, like something you would pick up as your forth decoration item so when you retire your Karps and they give a big amount of xp that 9% can start to make a difference.

Do you consider random items, including skill resets, coins, jp ups and so forth worth it? Then yes. Be sure to save up for slowpoke after that for obvious reasons.

It's not as bad as all the aegislash and parasect guys will tell you but those decorations sure as fuck help in the long term. Personally I'd rate the shaymin planter above those simply because food is more consistent than timegated training and the chance to not even get events. In the end it all depens on what you like.
