Quick opinions from someone else who tried to make a super monkey ball-ish game.
Avoid tiles/repeating textures wherever you go fast, they tire the eyes out.
Add some effect when you hit something fast, it's easy juice.
Make the character inside the ball become translucent whenever it is too close to the camera, so that it doesn't prevent the player from seeing where he's going when doing halfpipes or stuff like that.

i got the controls to work perfectly on mobile including custom camera recentering (more of a pain that it should have been) and now im focusing on getting the sense of scale correct. the cockpit still feels a little weird size wise but i think thats because its empty. once i have a chair and body in place, itll probably feel a bit more natural.

So, some more "proper" variation has gone in. With some more diverse beards, mouths and eyes you might be able to start identifying characters clearly. Also thinking of adding 2-3 blendspaces so as to add variation in the shape of the head.

Then its time for actual hairmeshes.

On steam roguelike just means "it has procedural generation and maybe permadeath", it is not a genre label.

All your other points are valid though. And another thing to learn from is to market your game. As far as I know Monolith just sent out steam keys as marketing, I never saw any big announcement posts about the game anywhere.

I made progress today involving the enemy dodge state logic, but it's hard as fuck to record so you get an old .webm instead.

The enemy's AI for dodging wasn't checking to see if the player's attacks had already launched or not. This made it so sometimes it would attempt to dodge whiffed attacks that were stuck in the wind-down animation for whatever reason, which looked stupid as fuck and made no sense.

So I fixed it so it doesn't do that anymore I guess.

You go in as a mech pilot, and fight the other mech to victory by implementing one of three moves, grab/attack/shield, or some variation of it. For the last time, monolith failed because the game just looks boring. When watching the trailer, no amount of graphics can hide the fact that there doesn't seem to be anything really interesting about it except maybe exploring the shot types and powerups. Global healthbar (as other anon pointed out) is kinda annoying. Keep it for bosses / if enemies absolutely must have one... either slap one just above their heads or reserve it for particularly meaty enemies.

You might also do that thing old beat em ups did where you get a temporary graphic per enemy in the top right corner, and they disappear once you kill them / don't attack them for too long / they go off screen.

You'll get more help with Unity just because of it's userbase, but a lot of them are amateurs. It does use an older version of C# so if you're not aiming to make games but become proficient at C#, it may be the wrong choice. Idk what duality uses.

Unity is also not a dedicated 2d engine, it was designed primarily for 3d. That said lots of 2d games have been published with unity. Personally I think that the advantage of having more tutorials and fellow users outweighs everything else but if you're very motivated and like learning from docs and experimenting rather than tutorials, either will be fine. There's also MonoGame for a C# 2d engine, and in the future look out for Godot which is adding C# support soon.

I'm still pretty new to this/learning tutorials and stuff but I haven't hit anything that I want to do in 2d that it can't do yet, but maybe i'm just still too noob.
