It doesn't work as well there because Dive takes some team coordination to actually work, and you have to have teammates that aren't afraid to go in instead of dancing around the choke for 4 minutes. Diamond is where the game stops being strictly team deathmatch and you start needing to have a plan and a comp, but only just. Masters and GM games are almost always Dive comps to start out with.

Hanzo's kit is underpowered outside of his scatter arrow.
Most Hanzo's will get a sure kill with the scatter but do pretty much nothing to help the team outside of their scatter use.
Hanzo should get a buff in some aspect that isn't his scatter, the scatter itself should be nerfed.
