PRCanon, can you think of the name for a Chinese government that's essentially a regency for a deposed monarchy? It's difficult to explain, but it's like the regents wouldn't understand how to govern without there being a monarch, so they're established as a sort of permanent regency council, but there's never going to be a singular monarch returning to the throne again.

I was thinking of just calling it something like the "Recency for Heaven" or something like that but you know more about this shit than I do.

I cant think of a fun nation to play in HPM. Ive played it so much that Ive pretty much played all the interesting countries (Prussia/GroBgermaniums, France, US, CSA, Italy, Serbia, greece, netherlands, arab union, australia, gran colombia, argentina, etc). What's a lesser known country that has lots of content?

If you have them set to auto-create the game will frequently create admirals when you don't need them, and when in reality it would be more beneficial for you to just have more generals to choose from. That's what you should be doing with manual creation, using your leadership wisely.

Moving in the suggestions, now you can return cores to spherelings/puppets through decisions as long as it isn't one of your cores. So Germany can't give France back A-L, for example, or vice-versa. The decisions have a few requirements (like everyone being at peace) and cost prestige, though you can still do it at 0 prestige.

I added the missing tags from the release vassal decisions and changed it a bit (now it costs 10% of your prestige to release it, instead of 20 prestige no matter what) and made it so neither of these decisions can be used during war (to stop CBs from being rendered useless in the middle of wars).

The progress system for health/education reform funding is really simple (to avoid performance hits at the turn of each month) but it was really only "punitive", so, as mentioned before, 100% funding for administration with the last health care reform will prove a .02% bonus to pop growth (for a total of 0.10% growth from health care alone) and 100% funding of education with the last education reform will provide a 10% bonus to education efficiency (for a total of 30% from School reforms alone).

Finally, I halved all the effects of party loyalty in the US, the UK and Switzerland.

I've played to endgame in the AAR now and London still has 41.000 Liberal support, even though I've never increased Lib support there and indeed have increased Conservative and Communist loyalty quite a bit. That would seem to indicate that the bleed-off from the modifiers are negligible, or at least highly contingent on some other factors which might make it impossible for them to bleed off under certain circumstances.
