An SMG fires a bullet, bullets are faster and harder to see than a taser projectile, they also cause brute damage upon hitting a target, making them more deadly than a stun gun. A disabler laser isn't going to change up sec combat in the least, all it would do would make it easier to catch a greyshirt that went beind a window.

You're comparing a laser that would slow people down for 3 seconds to a bullet that will do brute damage on top of stunning them.

And that's exactly the problem, the stun gun has a limited amount of energy and fires a projectile that anyone can dodge with little effort, I'm talking about giving it an alternate fire that fires a laser that can temporarily slow a target down.
