I think Eirika has the most general utility since buffing is useful in almost every situation. Makes training up new units easier and is a cornerstone for blade tome strategies. I'm not too keen on Effie's movement but she'll do well with movement skills and support. If you really don't have any good blues I'd go for her since I'm guessing you already have a 5* Eirika who should primarily be acting as support anyway. Celicia's pretty frail without cavalry support but she does fill in the gaps of a cavalry team very well. I'd probably hold off on her until you get more pieces for a cavalry team.

Yeah, that SA/Austin area is pretty rough as far as humidity goes, I was from the DFW area and it was dry as hell.
I loved Texas, though, seemed like you could find just about every kind of place there is to visit or live if you wanted to. Austin and SA are fantastic if you like the city life and culture, the suburbs in the DFW area are fantastic for QoL (there were a couple of cities around there that had gone all-out on local downtown specialties and shops, that kind of deal), and there's plenty of tucked away places if you're itching for nature or a small town feel.
The people are a toss-up, though; usually the nicest you'll ever meet, but you also get a lot of hallmarks of the south. That's a lot easier to avoid around SA/Austin though.

For me she is because iceberg and attack ploy. I also use her to tank most mages. I was bummed about no +atk or +spd at first but this one's worked pretty smoothly. If she were +spd she'd have less chance to get doubled I suppose, but the only neutral spd mage that outspeeds her is Nino and she has color disadvantage.
