When a cop's alerted, they'll either immediately start shooting or yell stuff like "DON'T MOVE" and then slowly try to walk to you to cuff you. They'll keep trying to cuff you until they succeed or they get aggro'd into shooting. I *think* there's a cooldown between attempts at cuffing (e.g. tries to cuff -> aggro'd, starts shooting -> tries to cuff) but I'm not sure.

Cuffing has zero cooldown which makes it one of the most OP anti-heister abilities in the game. And also the dumbest way to fail a heist.

I had a Rats DW fail years ago because I got cuffed by a grey once. Was trying to cheese it solo by sitting under the lab table but a grey jumped in the window, stared at me for a bit, then crouch walked to me and cuffed me. I don't know if loud cops are capable of doing that anymore but there are barely any usable hiding spots anymore to verify with so who knows.

But all-in-all, it's something that should never be relevant because of how rare and dumb the circumstances have to be for such a failure to happen.
