None of the civil war mods are good enough to worth keeping in your game, but I hear the bloat issue was sorta fixed. Just get Immersive Patrols.

Just use VW and TKRE. When people say that weather mods don't work with ENBs, they don't mean it's going to break your game. Weather mods usually just make the ENBs look slightly different than intended, and anything you don't like can be tweaked in the ENB menu.
