If I had to ballpark it I'd say Austria-Hungary would have around 100 naturally and my difficulty setting + mod difficulty will give them a total of around 145. Russia should be up around the 250 mark, France will be lower at 85, UK is a mixed bag because they don't have India direct but I'd guess anywhere from 60 to 200. Germany as it currently is (Wiemar) if it's partisan rating was low (it isn't) would be around 200

I'm thinking of writing a mini-mod event in EU4 to let New World countries with African holdings establish a Liberia-style client state.

Just having difficulty thinking of the exact requirements, since it's unlikely a New World country would hold slave-producing provinces in the first place, and thus would be unlikely to abolish slavery.

So I guess the most sensible requirement would be for the Abolitionism global price event to have fired, for the nation to have taken Plutocratic or Innovative ideas and for the country in question to have no slave-producing provinces.

You don't play "tall" in CK2. You can get all the bonuses from playing what you are all referring to as tall, while still having other vassals.
Really it is just how you should be playing the game.

It's because my early run as Jianzhou/Manchu didn't go too well.
Also I started the save in the patch where the Manchus didn't have Feudalism from the beginning.

By the time I managed to perma cripple Ming I was already quite far behind with institutions and Admin/Diplo tech.

But it's ok, I had not played the game in a long time and all the DLC have added quite a lot of new content I didn't know about.
It's learning on the way.
I don't have much time played on EU4, HttT was just too fun for far too long.

I also didn't know that you can boost institutions by raising development, just went in blind.

Is there any specific order I need to use to get CK2 to work correctly with the old archive DLC and HIP?
I do a fresh CK2 install on Steam, start it to make sure everything fires correctly, install my bought DLC and repeat, then use the archive DLC+activator and repeat. After I install HIP past all this, I always crash to desktop after making it through the loading screen.

The point of playing tall is basically to have Liqqy-tier experience. Basically just build up, defend yourself and play police when needed. Instead of watching pops grow though you're building up your provinces and most importantly, no unruly vassals and factions to deal with.

In the Napoleonic era, Portugal, having controlled Brazil for centuries, moved their capital to Brazil and didn't move it back until 1820 (and the subsequent decisions of the freshly re-Europeanised government to make Brazil a clearly-lesser element of the Portuguese realm made them declare independence).
