From what I've seen, Mercedes seems to have higher single target damage with her individual skills, but Xiao has better long term survivability with stacking buffs and much better AoE.

With that in mind, I'd level Xiao first, but ultimately both, as they serve different roles.

The trick is to do the the coliseum all in one shot so you have the mats to spam Ultimate Guard and give everyone auto-haste and auto-phoenix on their weapons, while also having tons of mega phoenixes. Literally everything that mother fucker does will deal 99999 damage, including a party-wide attack.

Penance is harder than that. He does in fact literally kill your entire party every turn.

Let me put it into perspective for you: Every other superboss in the game can be beaten without touching the sphere grid or equipping anything to any character (or using zanmato). Even the bullshit hard Dark Espers.

But even the best low level runners have never even attempted to fight pennance without at least a hundred hours of grinding. He's easily the hardest boss in the series, not counting MMOs.

For Attack Reels literally any weapon with BDL will work.
In fact, a custom BDL weapon with Attack +20% will do better than Wakka's ultimate.

Celestials only ignore defense when dealing physical damage, Overdrives deal special damage (which is why you see shit like a 255 str teedoos go from doing 99999 per hit with normal attacks to maybe 20k per hit with Blitz Ace).

Minwu's instant medica is decent but outdated, since other characters have other stuff added on top of just the heals. You'd want at least one medica, though, so that will do fine for you until you draw something better. You'd probably need one of the soul break RMs to get more use out of it though. Which means the level 65 ones for Cloud, Tyro, Tidus or Ramza.

like with all espers, more 1 or 2 stats (and hp is even worse... cmon, 3 hp? rofl...) isnt worth more than utility, specially good utility. with this said:

tumult is mandatory (and we get armor break going for it)
barstonra is a useful in various situations
geocrash + rockbuster are usable, so its good utility.
power break is still a break, and thus worth more than any 1 or 2 stats.
emergency regen is a powerful thing to have in several situations, its one of those thing that will save your ass more times than u will remember. its the diference betwen a unit dying because you rly had to use provoke on cecil (just an example) on that (insert name) trial. everytime u get a graviga in the teeth always remember: that regen was free and only some skill points away...
