Nope, it is in the node but not part of the colonial nation. I actually fucked it up in my playthrough because I got too focused on Mexico and didn't notice France rush in all around the colony I had there.
Game is super comfy though. You rarely have wars at home and just explore the new world with your super soldiers, and develop Prussia into a tiny powerhouse with all your aztec gold.

I tried going for an early no CB war against one of the Irish OPMs. However, I couldn't just take the province since I couldn't core it so I made them a vassal, and now it seems I can't even diplo-annex the, since I have no neighboring provinces.

In HPM what's the best way to do a Papal States > Roman Republic playthrough if I want to avoid forming Italy but still take over the peninsula?

Who says? There's nothing to say west Africa couldn't have developed some kind of enlightenment philosophy if the cards had fallen differently. The game is not history, its alternate history, and this mechanic gives the option for a lot more interesting things to happen than the old one. Its not plausible, no matter how you throw the cards, for west Africa to develop enlightenment as we know it. Too sparsely populated, lack of literature collections and renaissance influences, among others.

Should a player be able to pick a west African kingdom like Mali and gide it to become a large influential power, and maybe even develop the enlightenment? Absolutely. Is it plausible that the cherokee have developed the printing press some 50 years after its been invented in Germany? Or that Mali can get the enlightenment even as their empire crumbles around them? Absolutely no way.

What are you talking about? West Africa had plenty of people, and a long history of Islamic writing by the time the enlightenment came about. And why couldn't they? The printing press is not the most difficult invention in the world. China developed it totally independently. They had contact with both North Africa and Western Europe by that time. If a forward thinking sultan took a enough interest in printing he would have more than enough gold to import one and start the process. As for enlightenment as we know it, I'm sure in the alternate history version there was a Mali analogue of John Locke.

You talk of literature collections, at the start of the game Western Europes collection would have been dwarfed ten times over by the Islamic world's.

Europe has the advantages in game it had in real life: lots and lots of fantastic farm land, high tax base, and a pressure to explore to find high value trade goods. Those are enormous advantages in game. Couple that with fantastic national ideas and Europe is still the easiest place to start in the game.

Progress update. Colonized a bunch more of the Americas. England decided to be a dick and colonized where I wanted to, meaning that I now have a British tumor growing. Already lost two islands to them through war, since I can't really fend them off yet. Once I get my economy up and running I'll build up a proper army and fleet to fight them off.

HoI4 is the worst Paradox release in a while, as broken as HoI3 at launch, and it's a bad game on top of that too.
