That doesn't happen until you fail it a whole bunch of times. It's kinda backwards in that the more often you die the harder it gets, things get more and more HP, until eventually it just becomes straight up impossible and your bullets pass through the enemies.

Long story short, the flag title Mass Effect was given to division that made ONLY ME3 multiplayer combat. They did brush up good decorations, but the story writer of ME just bailed after few months and the animations were made by a cosplayer girl in 20s without proper experience. I dunno if this matters but I've done the Lunar Tears quest and none of Emil's other quests.

Okay, so I loaded up chapter 17-01 (which is a 9S exclusive chapter) and talked to Emil in his normal starter spawn on the edge of the city and desert. After talking to him once and then using the transporter to change areas to the resistance camp so I could re-enter the city he hadn't spawned on any of his paths, so I kept traveling back and forth between the center city transporter, the near-factory city transporter, the desert camp and the resistance camp basically at random with no real plan. I did this quite a few times and he never spawned.

After that, I went into the subterranean cavern where his house is (and entered the room with the Emil masks). I didn't pick up the mask for the quest manually but as I was just typing this I realized I might have picked it up with auto-collect, so that presents an unknown in the process unfortunately.

Anyway, after going to his house in the city crater cavern I left and saw that he had spawned on his "near the resistance camp" route so I went and shot him when he was at the spot in my screenshot. He landed against one of the sheet metal walls to the resistance camp and was selling his high level materials and the weapons.

Kaine just went into a (potentially Tyrann fueled) blood-rage after killing some shades and started jerking off afterwards, right before the woman who wanted to help Kaine found her and started freaking out about it, and ran off deciding that the villagers were right, and that Kaine didn't deserve to be treated like a human.

You can't auto pick up his mask with the chip.
Where you shoot at him doesn't matter, what he is selling is already decided when he spawns in, you can tell by what music is playing. When he has the weapons and high level upgrade materials it will sound super sped up, I've only ever seen it happen on the route before the resistance camp but I wouldn't rule out the other routes either, I doubt that matters. Resistance Camp is just super easy to save scum with, do a save and just reload until you see Emil infront of the camp, sooner or later he will have the sped up music and sell your weapons/rares.
I've gotten him 3 times now just reloading, once on my first playthrough, and then twice on my 100% playthrough since I didn't have enough money to stock up on all the materials the first time

Still making my way through Darksiders 2 in my backlog clearing attempt. Please tell me N:A has better combat mechanics than the hell that is this game. Because what combat basically comes down to in this is intense kiting and getting used as a volleyball if enemies catch you. And lots of crows.
