It's simply a whole lot of nothing and empty words. That state has 2.97 Million pops, meaning that you're probably going to need something like 20 thousand bureaucrats to get it to state efficiency level. The reason you got it in West Bengal is probably because it's more homogeneous in ethnic make up, meaning that there are more Bengali pops to promote to Bureaucrats (only accepted pops can become Bureaucrats).

That or your pops aren't getting what they need to promote themselves, or maybe you're just not paying Admin efficiency.

As a civ you can research techs that just increase admin efficiency. You should focus on getting either A) literacy up or B) conquering shit and generally westernizing instead.

Yes, I concur, it is ridiculous to think that a line of fortifications is necessary to stop invaders from pouring in. There was never such a thing, especially not in French history. The French have never been invaded en masse by anyone, in fact massive invasions have never occurred at all because everyone in real life simply peaces out once their capital is taken and their Stability starts being hit.

Anyway, everyone knows all you need is a few castles dotted here and there to project force fields. Just don't let the enemy capture the quantum flux generators or they'll be able to project their own force fields from your forts!

But the wars of the period didn't have frontlines, and they didn't have the mobility of pre-Art of War either
A system simple like EU's doesn't model any limitation faced by actual armies. The zone of control system makes it so that you need to actually advance into enemy territory, instead of just strolling around.
Keep in mind that it's not literally the fort blocking movement, it's all the other defenses that are implicit like watchposts, redoubts, and raiding cavalry.
When the control zone system does mess up is badly is during the late game, because the high fort levels make sieges take so long, that the Napoleonic Wars are slowler than the late Midlle Ages.

In old EU4 you could take your army from Spain to the Netherland with a click, and it would walk all the way through France, and arrive there safely unless a French army got to it.
In the map, they sail to Italy, to Spanish controlled territory, through the Alps, to Spanish controlled territory, then it's a step to the Netherlands, or a detour beyond the Rhine.
You can be damn sure the route beyond the Rhine is there for a reason, if the route right next to France wasn't secure, they would have to go a long way for a natural barrier to protect them. Same with all the alternatives through the Alps.

Armies and reinforcments would move through routes that were secure to them. Is this modelled well by EU4? No, but little is. Close enough? Sure. You can move unmolested through neutral territory, and can always move into a province of your that's adjacent. If Alsace is a single province , you can move from Burgundy, into it then into Luxembourg
