I guess it depends on how the overall numbers turn out. All these numbers we're seeing for weapons like Exile and such are on a 66 Str build (99 Str two-handed), that sort of build requires making sacrifices in a lot of areas if you intend to stay at or under 120. If you can achieve similar numbers with a 40 Str build (60 Str 2-handed) or even a 34 Str build (51 Str 2-handed), then we may see quality being toppled here.

The concern I have is that Dex requires going all the way, as you can't get a 50% bonus just by two-handing. I'm hoping that it'll turn out okay for 40 Dex builds, or even 50 Dex builds.

It does have a sin system. The problem is that it's a "yes or no" type that's influenced by the PvE portion and can be toggled at will by the player.

I've had it consistently do 8 damage per second to players. It poisons after three R1s with the Rotten Ghru Dagger. Carthus Curved Greatsword and Spiked Mace get 120+ poison meaning they can instantly poison in a charged R2 or weapon skill.

No idea about toxic though.

I don't think so, but acc to Great Mace going from 533 to 570, It seems the dude had 50STR, and Vordt does 562 Damage. So honestly, Vordt doesn't needs a damage buff considering it'll now proc Frostbite in one combo.
Or you can use Great Mace with Lightning/Fire/Dark/Pale Resins.

So I guess you have to choose between Frostbite or Other buffs.
