It's really hard to balance first and second, second used to have pretty low win rates regardless of the deck and then they gave player 2 an extra card to balance it out. There is no way for it to be 50/50 across all archetypes and all situations, it's relatively balanced the way it is right now.
T2 is totally irrelevant to constructed, that should be balanced separately

Seraph and DShift are the least favored match up for any Nep variant, so there is no way fixing that one. At least for Haven matchup, they will try hard to mull for aggro shadow (heal and removals) so you will usually able to play nep in time.

I have little sample from Sun Satan, but the only concern is them throwing Odin at you.

Those are thousands of games. No matter how much more accurate Cygames statistics are, a 14% winrate difference will not suddenly become 0-2%. Shadowlog is accurate enough for we to have a general idea of how the winrates are distributed.

I used to run both Blood Pact and Goblin Mage before, but I found they were both way too slow for an aggro deck, Goblin Mage in particular. Personally I think Mini Soul Devil heavily outweighs Goblin Mage in an aggro deck. 3pp 2/2 just to give me another Vania/Yurius/Wolf doesn't seem that good to me. Don't remember why I actually stopped using Blood Pact.
I've actually tried Dark General for like 2-3 games before but they were never really there for me when I needed them. I'd either not be in Vengeance by turn 4 or I'd only draw them by like 6 where an Imp Lancer fills their role better already.
Wouldn't you also want to run Bloodfed Flowerbed for Dark Generals?
