I'm very disappointed with Jagen, I was expecting a halfway decent tank and instead I got a glass cannon with no speed

What should I be doing with duplicate characters right now? Seems like I should be keeping them rather than merging at present since the benefits seem negligible. The only benefit I see if if I merge a higher * char into a lower one for stats. But if I did that with say a 3* character then raised them to 4* I'd lose the extra stats anyway, unless I'm mistaken.
