I'm kinda confused on classing in fates

If I want to reclass someone should I get all their skills from their starting class first? Like if I want to change Azama or Kaze into a dread fighter should I wait and keep leveling them as ninja/whatever for a bit until changing them? Or just change them right away for the growths?

Also I don't understand, is dread fighter a promoted class or a base class? If I change them before getting to 20 will I be wasting levels? Or if I wait to get to 20 and I change them won't they still be at 20 and I can't level them anymore?

Can I master seal people to promote and reset their level to 1, and then heart/friend seal them to a base class and basically start over?

Are the skills or the growths more important for reclassing?
