You're not actually going to hit map damage since it takes 10 points. Also, he's a Dex Lucci, so you shouldn't assume that you'll only ever use him on Enel. Earlier I managed to pull off a PSY team with Bonney as the captain and I was so happy because I finally had some use for her. (She doubles ATK and RCV, so I used one of the characters who heals the team after each turn based on their RCV to pretty much completely heal me with every turn, so as long as I wasn't 1 hit KO'd I was fine)

I want to put my willy in her honestly.

I honestly expect near QoL parity with JP after 2nd Anniversary. I wouldn't be surprised if we got invasions, turtle xp upgrade, or 5+/6+ evolutions in the next month or two.

It's just the way things work for QoL stuff at least. JP gets frequent and consistent updates, Global gets long droughts, and then gets everything all at once, way quicker than on schedule.

By putting that +1 RCV on him he's "ruined", never being able to max his HP and Atk.
There's actually very little impact this will have, but the +1 RCV actually could have been extremely good on a different unit. Enel heals x5 his RCV, Legend Marcos special is x100 his RCV, those candies are rare and better spent elsewhere.
So it's mostly column A with a bit of column B

Are those story Straw Hats worth keeping? A few weeks ago it sounded as if Japan would get Timeskip Straw Hats that evolve from the original units. So like Diable Jambi and Ashura Zoro.

But when I look at the database these new units seem to be RR.

Are there units that need the original units as foundation for the evolution?

Save every unique named unit. There are story + evolutions for some story strawhats and others will most likely follow. As of now you will most likely get use from the second evolution of Usopp which is Golden Pound Usopp and one of the best units this game has. Do NOT evolve him further. Ashura Zoro is a solid DEX captain and 5 star Sanji has had some uses in the past at least. Luffy is a decent beatstick I guess. Mirage Tempo Nami nullifies psy attacks so she might be important sometimes.
