The benefit of each operator having a unique ability is that you know what they can or will do based on who they are. Either you massively reduce the amount of abilities in the game, or allow each recruit type to choose between a portion of the existing abilities, but have no idea what the enemy could use until you see them use it. Either way, it'd drastically change the way the game is played.

Regarding recruits, I wish they would not have reduced the amount of items you get when choosing their gadgets. Giving up weapon attachments and unique abilities is enough of a counter to having two gadgets at once.
