Hatou is godly for killing cubes when they just spawned and Guren lets you keep on clearing them even right before they explode unlike the other melee that can't do shit once the cubes are in the center of the gravity field.
BR boss damage is really mediocre, but they are almost certainly the best melee at handling the cubes.

From where can I find nice people for running low level quests? I'm lvl 19 at the moment. Sometimes random Japs join in but they just run in and out, never saying anything.

Why would you need people for those quests?
People only do them once per character since it takes literally a day to get up in the lv40+ range now.
If you want to have a leveling partner for those quests get one of your friends to try the game, otherwise just knock them out quickly and get to the VH/SH levels, that's where people start grouping.

My main advice is to make sure you do the featured quests every day, the 4 with the box reward (any difficulty, at least A rank). They will give keys, you run those on what you want to level up while using an exp boost and tri boost (if you have some) for some nice exp.

Also the tokyo ones can give the saiki unit set, you'll want that (but the STARTER unit set is ideal, or ideal + the gix arm honestly, with the zig set before that)

Going for Ideal as a new player is a huge waste of time, it takes quite a while to get the 40/60k CM for it unless your account is old and you got the 100k CM compensation a while back
I'd also argue that it's straight up equivalent to Saiki, slightly better for some situations, slightly worse for others. You trade about 10 PP for a shitload of HP, Defense/Resists, some Attack, and an extra Ring slot in your Arm Unit which is actually really amazing for pretty much all classes.

It's probably going to be normal. 12* units have ATK stats built in. I assume they want to encourage mixing and matching, as well as trying to make it easier for people to utilize them in the future as you don't need to affix a whole set to make them useful.
