It'd be even more of an overbloated clusterfuck because each writer would want to add their own OCs instead of using old ones, and there'd be almost no continuity. A year is only 12 issues, which really isn't much. There'd be absolutely no long-term planning, the setting would become a complete mess. At least with one main writer there's a sense of unity and the feeling that things are introduced to set up for something later instead of "just because."

And if anything bloat and stagnation would be intensified. Most writers would just do what's safe knowing it doesn't matter how well they write if they're only on the comic for a year, and rotating OCs would make everything even more bloated. It'd be the Dark Ages all over again in terms of having hundreds of useless characters that have no development and have overlapping roles.
