So I made it to the place with the four departments. I met the department leaders. That objective's completed.
Before I went off to meet them, though, I ran into a person who was glad to meet me. They said that they wanted me to be there for "exciting new shit that was going to start happening, shit that they're glad I'm there for," or something to that effect.
The next objective I've been given, "Use the Network Scanner Holotape," doesn't make any fucking sense to me.
Just go to a terminal and load the holotape? Why would I do that? Why can't I and why wouldn't I talk to the person who sent me to go meet the other people? But that person won't to me much right now.

Did I screw up, did I miss something, or is this just odd game design?

I don't think they go that far.
I forget where I heard this, I think from some other game's development (Ace Combat 5 / Zero) , but what they tend to do with references to the actual use of nuclear bombs in Japanese game localizations is to just pretend that any nuke is actually just a powerful albeit conventional explosive bomb.

So in Fallout they might rename the Mini-nukes to "Mini-bombs" or something, but I doubt they'd alter the in-game model. I know that they definitely rename the Fat Man launchers to something else. But it's all very generic.
Maybe they replace the mushroom clouds with more regularly-shaped explosions, too, but they already have those explosions in the game files.
