Also the difference is in the intent, Asgore killed them with the intent of freeing his people while Chara tried to murder a bunch of people because she hated humanity as a whole. Also all we ever see from Chara in game is when she pops up at the end of genocide to murder literally everything in existence and then ruins your save files.
